FUNDING – DOJ – Coordinated Tribal Assistance Solicitation
(CTAS) FY 2023
On December 19, 2022, the U.S. Department of Justice, Bureau of Justice Assistance announced that funding is available for assistance in developing a comprehensive and coordinated approach to public safety and victimization.
CTAS is not a program but a single solicitation to allow tribes to apply to seven separate grant programs from four grant-making offices. Each tribe or tribal consortium may submit only one CTAS application. The application can include proposals for project funding under one or more purpose areas (PAs). As such, multiple awards may be made in response to a single application.
Following are the seven PAs and their DOJ components:
- Purpose Area 1: Public Safety and Community Policing [(Office of Community Oriented Policing Services (COPS Office)]
- Purpose Area 2: Comprehensive Tribal Justice Systems Strategic Planning [(Bureau of Justice Assistance (BJA), COPS Office, Office of Juvenile Justice and Delinquency Prevention (OJJDP), Office for Victims of Crime (OVC)]
- Purpose Area 3: Tribal Justice Systems Program (BJA)
- Purpose Area 4: Tribal Justice System Infrastructure Program (BJA)
- Purpose Area 6: Children’s Justice Act Partnerships for Indian Communities (OVC)
- Purpose Area 8: Juvenile Tribal Healing to Wellness Courts (OJJDP)
- Purpose Area 9: Tribal Youth Program (OJJDP)
The following are eligible to receive funding:
- Federally recognized Indian Tribe (See 25 U.S.C. § 5304(e) which, for purposes of this solicitation, provides the applicable definition of “Indian tribe.”)
- Tribal consortium
- Organization that is acting as the authorized designee of a federally recognized tribe (Purpose Area 6 only)

Eligible entities should take the following steps to access funding:
Registration: Before submitting an application, all applicants must register with the System for Award Management (SAM). You must renew and validate your registration every 12 months. If you do not renew your SAM registration, it will expire. An expired registration can delay or prevent application submission in Grants.gov and JustGrants. Registration and renewal can take up to 10 business days to complete.
Submission: Applications must be submitted to DOJ electronically through a two-step process via Grants.gov and JustGrants.

CONSULTATION – USDA – Tribal Consultation and Listening Session on Inclusive Competition and Market Integrity Under the Packers and Stockyards Act
On November 30, 2022, the U.S. Department of Agriculture announced that it will hold a joint tribal consultation and listening session on Inclusive Competition and Market Integrity Under the Packers and Stockyards Act. As stated by Congress, the purpose of the Packers and Stockyards Act is “to assure fair competition and [fair-trade] practices, to safeguard farmers and ranchers…to protect consumers…and to protect members of the livestock, meat, and poultry industries from unfair, deceptive, unjustly discriminatory and monopolistic practices….”

CONSULTATION – DOI/BOR – Implementation of the Inflation Reduction Act
On December 28, 2022, the Department of the Interior, Bureau of Reclamation (Reclamation) announced that it will hold tribal consultations on the implementation of the Inflation Reduction Act. Reclamation plans to consult with federally recognized Indian Tribes in Reclamation’s 17 western states on implementation of the Inflation Reduction Act as it applies to Tribes.

CONSULTATION – Centers for Disease Control and Prevention (CDC) and Agency for Toxic Substances and Disease Registry (ATSDR) – Tribal Consultation on the Implementation of the CDC Moving Forward Initiative
On December 15, 2022, the CDC and ATSDR announced they will hold tribal consultations on the implementation of the CDC Moving Forward Initiative. This tribal consultation will provide opportunities for leaders from tribal nations, CDC, and ATSDR to have a government-to-government discussion to advance CDC/ATSDR support for and collaboration with American Indian/Alaska Native (AI/AN) tribal nations and to improve the health of AI/AN communities.

CONSULTATION – DOI Notice of Proposed Rulemaking (NPRM) for 25 CFR 151 (Land Acquisitions) and 24 CFR 293 (Class III Tribal State Gaming Compact Process)
On December 5, 2022 and December 6, 2022, the Department of the Interior (Department) announced that it will hold tribal consultations on the NPRM for the Department’s Land Acquisition Regulations, 23 C.F.R. Part 151, and the NPRM for the Department’s Class III Tribal State Gaming Compact Process, 25 C.F.R. Part 293. The Department will conduct two virtual consultation sessions and one in-person consultation to obtain further Tribal input on the Part 151 NPRM and the Part 293 NPRM. The consultation sessions will be open to Tribal leadership and representatives of federally recognized Indian Tribes and Alaska Native Corporations.
