PRACTICE AREAS

Mr. Hayes’ practice is focused on assisting tribes, tribal members, and tribal entities in the areas of
tobacco, cannabis, and federal regulatory compliance.  He intends to expand his work in federal
regulatory law and build upon his health law background. During his time at the U.S. Food & Drug
Administration, Center for Tobacco Products, Mr. Hayes gained valuable insight into how the agency
develops policies and regulations and makes decisions regarding tobacco product compliance and
enforcement.

While in law school, Mr. Hayes served as an Articles Editor on the University of Maryland School of
Law Journal of Health Care Law & Policy and gained practical experience as a Student Attorney in the
University of Maryland School of Law Medical-Legal Partnership Clinic. He also gained experience with
the courts by working for both the federal court system and the Maryland Judiciary. In addition. Mr.
Hayes worked for a pharmaceutical company, where he focused on drug development, and for a leading
healthcare analytics company, where he performed research and advised on regulatory compliance issues
specific to the healthcare field.
